Job Description

Primary Purpose:


The incumbent is responsible for assessing, managing and ensuring corporate compliance by intensively monitoring and tracking environmental permits and plans at the Juniata Shop and other nearby regional shops and facilities. The incumbent is responsible for assisting the facility and operating departments with multi-media environmental compliance issues, including water, air, solid and hazardous waste rules and regulations. In addition, the incumbent will provide support for environmental capital, remedial, emergency response, and compliance programs as well as management of contractors and consultants. The incumbent is required to track and provide information for the formation and preparation of reports as it relates to a wide array of local, state and federal rules and regulations, including but not limited to:
•Clean air Act (CAA), Clean Water Act (CWA), oil pollution Control Act (OPCA), Safe Drinking Water Act (SDWA), Resource Conservation and Recovery Act(RCRA), Toxic Substances Control Act (TSCA), Emergency Planning and Community Right to Know (EPCRA) programs.

 

In addition, the incumbent's duties shall include compliance testing associated with the Juniata Title V Air Permit and preparing, reviewing and submitting required reports in a complete and timely manner required by this and other environmental permits and environmental plans. The incumbent is to be proficient at identifying operational practices that require environmental permits, assisting with permit applications and preparing facility specific plans that must be developed to comply with these permits, and by tracking all of this to ensure plans remain current and consistent with facility activities, and to ensure that permit renewal applications are filed when necessary. The incumbent is responsible for working with local Mechanical Department Personnel, S&E Staff and other members of the Environmental Operations group to ensure that each permit remains current.

 

In addition, the environmental permits held by NS at Juniata and other nearby regional shops and facilities require the development and compliance of various environmental plans that document facility BMP's, inspection requirements, and emergency response measures that must be initiated. The incumbent is responsible for working with the Regional Manager Environmental Operations, Engineer Environmental Compliance, and others to ensure that the above required plans are all kept up to date and properly document aggressive Best Management Practices, and work closely with local supervision to insure compliance with these requirements.
The incumbent must ensure that tracking matrices and/or Environmental Management Software (EMS) is utilized that clearly shows required submittals with accompanying due dates. These matrices must be continually updated and effective communication must be maintained with the Audit Group and the Environmental Operations groups.

 

Job Related Experience:

Minimum Level: 3-5 years Preferred Level: 6+ years
