Primary Purpose:

Commensurate on skillset and experience, this position will be filled as either an Asst Labor Relations Officer & Coordinator, or a Labor Relations Management Trainee

 

Enable and promote data-based decision making by managing and optimizing administrative support services and processes throughout the department while also handling the appeals of claims and grievances and the defense of management’s position in disputes involving interpretation and application of collective bargaining agreements for craft(s) that fall under the jurisdiction of the position.

Principal Duties

  • Prepares arbitration briefs and acts as oral advocate for management position in arbitration cases.
  • Provides guidance and counsel regarding applicable agreements to front line supervision.
  • Interacts with General Chairmen and handles claim conferences.
  • Identifies, justifies, and develops enhancements to or replacements for systems to increase asset utilization, productivity and system performance (including reducing human errors and costs).
  • Assembles and analyzes fairly complex information or data (including the research of past practices, agreement interpretations and arbitral precedence) and describes results in written reports.
  • Assists in conducting research on the prior and potential impacts of labor agreements and National Railroad Adjustment Board decisions as well as with research related to past practices, agreement interpretations, and arbitral precedence.
  • Manages budget preparation process and budget control.
  • Interacts with external sources and Norfolk Southern leadership and staff on behalf of VP, with the strictest confident, professionalism, and respect. 
  • Analyzes incoming claims for trends and patterns related to territories or operational changes.
  • Assists in administration of department policies and procedures.  Implement and interprets personnel policy with respect the coordination of employment processing procedures with the Human Resources Department.
  • Approves expenditures such as personal travel expenses, purchase orders, and others on behalf of VP and coordinates the processing of personnel actions, including handling of confidential information (e.g. personnel action) consistent with policy and procedures.
  • Works with departmental groups to ensure data integrity and manages the proper administration of the Claims and Discipline Management System.
  • Manages technical support for department and maintains a high-level understanding of multiple systems including building professional relationships with business partners associated with systems.
  • Serve as a SPOC for the Department.
  • All other duties as assigned by VP.
     

Job Related Experience

  • Minimum Level: 1-2 years 
  • Preferred Level: 3-5 years 

 

Education

  • Bachelor's degree is preferred.
