Job Description

This position is responsible for managing an IT team through the full System Development Life Cycle (SDLC) for a project portfolio consisting of several very large and diverse projects.  The portfolio range from new development efforts that utilize modern technology and architecture, implementation of commercial products as well as providing support for legacy systems.   Responsibilities include delivery of these development projects according to a defined plan, schedule and budget using formal SDLC, project management and architectural guidelines. 

These systems are implemented using different platforms, architectures and technologies. This position will have direct supervisory responsibilities for a team of 50 employees and 150 contract staff onshore and offshore and will report to AVP, Information Technology.

Essential Job Functions:
• Work closely with business areas to identify opportunities where IT can enable new business opportunities.   Identify related system needs, capture specifications, deliver systems that meet agreed upon requirements.
• Work with AVPs and VP to set strategy regarding governance, technology and methodological direction as well as operational approach in IT
• Organize, staff, and manage multiple projects and teams to develop new systems and to enhance and maintain existing systems
• Ensure gathering of high quality functional and non-functional requirements for new systems or enhancements of existing systems
• Assess and review architecture, software and hardware designs to ensure requirements are being met and soundness of the technical solution
• Critically review development plans for practicality and viability and control project scope, budget and timeline
• Ensure good quality assurance during all phases of the development cycle
• Recruit talent identify and act on opportunities for team training and skills development
• Provide supervision, mentoring, technical leadership and assistance to manager, staff members and project teams
• Ensure development efforts are compliant with approved corporate policies, departmental standards, and procedures
• Coordinate and manage initiatives that involve cross-functional teams including IT, Business partners, vendors, etc.
• Formulate and implement initiatives to improve quality and productivity of software development and support processes
• Source appropriate services from external vendors to supplement internal resources, negotiate and manage contracts and SOWs deliver projects on time and budget
• Prepare and share regular project status with senior management staff

Skills Required:
• Strong business process analysis, analytics and development skills
• Thorough understanding of system/software development and software engineering methodologies
• Proven leadership skills necessary to supervise and direct the performance of a large team
• Proven problem solving, project management and planning skills
• Experience in systems integration and in managing large out sourced initiatives and vendors

Experience and Education:
• At least 10 years hands-on experience in hands-on application development, support and technical infrastructure operations
• Experience in leading large teams and/or complex programs
• Demonstrated ability to solve problems effectively
• Master’s degree in computer science, engineering, physics or mathematics is preferred or an undergraduate degree in one of these three areas combined with a MBA
