Job Description

 

The Information Technology department seeks a new Manager with broad potential to aid the department in an Application Development managerial role.  This manager brings strong technical skills combined with strengths in project and team management to complement their peers and produce the strongest possible IT Management Team.  This position is responsible for managing an IT team through the full System Development Life Cycle (SDLC) for both simple and complex projects using traditional or Agile software development methodology.  This manager will be responsible for delivery of these development projects according to a defined plan, schedule and budget using formal SDLC, project management and architectural guidelines.  This manager will also be responsible for enhancing and supporting existing systems which may include mission critical systems that will have stringent high availability and disaster recovery requirements.  These systems may be implemented using different platforms, architectures and technologies. This manager brings experience in transportation and logistics related applications, with a focus on Positive Train Control and Train Dispatch operations. This manager will have direct supervisory responsibilities for a team of 20 – 25 employees and contract staff and will report to a Director, Information Technology.

 

Essential Job Functions


•    Work with strategic partners to integrate both vendor and NS built applications across various platforms and environments
•    Participate in rail industry initiatives and projects to create standard designs, applications and procedures to support operational systems
•    Maintain close liaison with assigned business areas to identify system needs, ensure expectations are being met and deliver systems that meet agreed upon requirements
•    Review functional and non-functional requirements for new systems or enhancements of existing systems to ensure quality
•    Organize, staff, and manage multiple projects and teams to develop new systems and to enhance and maintain existing business systems
•    Assess and review hardware or software designs to ensure requirements are being met and soundness of the technical solution
•    Critically review development plans for practicality and viability and control project scope, budget and timeline
•    Ensure quality assurance is applied during all phases of the development cycle 
•    Provide supervision, mentoring, assistance, and training to assigned staff members
•    Ensure development efforts are compliant with approved corporate policies, departmental standards, and procedures
•    Formulate and implement initiatives to improve quality and productivity of software development and support

Required Skills / Experiences

Skills Required:
•    Strong business process analysis, requirements gathering, technical design and systems development skills

•    Proven leadership skills necessary to supervise and direct the performance of the assigned team
•    Experience in application development, support or technical infrastructure operations
•    Proven problem solving, project management and planning skills
•    Proficient in the development and maintenance of project plans (MS Project) and other productivity and communications tools (MS Office)
•    Experience in systems integration and in working with vendors 
•    Strong communication skills


Experience Required:
•    Experience in Transportation Logistics and related fields, particularly the rail industry.
•    Positive Train Control (PTC) experience highly desired.
•    Experience in leading small to medium sized teams (5 – 10 people) and/or complex programs
•    Demonstrated ability to solve problems effectively
•    Bachelor’s degree in computer science, engineering or mathematics is preferred
