Job Description

Primary Purpose:
Responsible for all aspects of NS' hazardous materials compliance, training and emergency preparedness and response across the system. Manages risks and liabilities associated with the transport of hazardous materials by rail, ensuring that the company maintains compliance with FRA/DOT/PHMSA regulations.

Principal Duties:
-Serves as the corporation's lead technical expert on all hazardous material matters, including but not limited to the safe transportation of TIH's and crude oil as well as managing emergency responses to releases of these and other commodities and hazardous materials.
-Must be a technical expert in matters concerning hazardous materials regulatory compliance and emergency preparedness and response.
-Must have extremely high standards and put continual improvement into daily practice, which starts with an ability to recognize and improve upon weaknesses.
-Must be proficient at communicating complex technical issues in a coherent, concise and readily understandable manner to employees and management.
-Must manage the corporate risks and liabilities associated with regulatory requirements involving "immediate" State and Federal spill reporting laws and regulations across a 22 State network.
-Maintains a Corporate Emergency Response Plan (ERP) to enable NS personnel to safely and effectively manage a hazardous materials incident.
-Manages risks associated with emergency response and emergency preparedness, including maintaining necessary resources, equipment and a network of specially trained employees (NS "Sentinels") and Master Service Agreements (MSAs) with consultants and contractors that are available 24x7x365.
-Maintains control of and coordinates responses to derailments and other incidents involving rolling stock with significant environmental impacts and/or releases of hazardous materials, and personally oversees and responds to the scene of major incidents, natural disasters and spills.
-Must be proficient in remediation of incident sites involving rolling stock, which involves understanding applicable regulatory requirements and negotiating pragmatic cleanup objectives to minimize corporate liabilities.
-Responsible for representing and defending NS in these proceedings as an expert and fact based witness with affidavits, formal recorded testimony and depositions.
-Must be proficient at taking charge of emergency incident sites and work cooperatively with multiple different responding agencies while maintaining compliance with corporate policies and procedures.
-Acts as needed as the corporate liaison with local government officials when assisting these authorities in formulating public evacuations, public advisories, impromptu "town hall" meetings with concerned and displaced citizens and re-entry plans to return displaced residents to their homes in the most expeditious and safe manner possible.

Job Related Experience:
   Minimum Level: 10 – 15 years
   Preferred Level:15 - 20 years

Education:
   Preferred Level:  Bachelor's Degree (BS)
   Preferred Majors:
      - Engineering – Civil/Environmental
      - Chemistry, Risk and Fire curriculums

Licenses / Certifications:
   Preferred:  Certified Hazardous Materials Manager (CHMM), Certified Safety Professional (CSP)

Technical Skills:
 - MS Office, Regulatory knowledge, Tank car construction & performance
