Job Description

 

 

Primary Purpose: Manages, maintains, and coordinates multiple, corporate-wide programs to ensure alignment of strategic objectives and compliance with state and federal regulations, Company policies, and specified Company benefits and plans. This position also manages all Federal and Company policy physical examinations to ensure NS’ compliance with Department of Transportation (DOT) and Federal Motor Carrier Safety Association (FMCSA) standards and case coordination adherence with applicable laws.

Principal Duties: - Ensures compliance with Company policies, including Norfolk Southern and Conrail’s Drug & Alcohol policy, as well as state and federal regulations, such as FMLA (Family Medical Leave Act), Federal Railroad Administration (FRA), and Company Policies and benefits, such as Salary Continuance, Long-term Disability Plan (LTD), and Norfolk Southern’s WellNS and Employee Assistance Program (EAP).

- Responsible for preparation and compliance with Norfolk Southern and Conrail’s tri-annual drug and alcohol FRA audit of the Company’s organization-wide programs.

- Interpret and administer plans in compliance with Employee Retirement and Income Security Act (ERISA), Health Insurance Portability and Accountability Act (HIPPA), Consolidated Omnibus Budget Reconciliation Act (COBRA), Railroad Retirement Board (RRB), Family and Medical Leave Act (FMLA), and the Company’s Long-Term Disability (LTD) plan benefit.

- Ensures corporate compliance with Company and Federal regulations, including 49 CFR Parts 40 and 219, and must be well versed regarding collection procedures, records maintenance, and required handling by the Medical Review Officer (MRO).

Preferred Level: Bachelor's Degree (BS, BA)

- Business - Personnel Management

Licenses / Certifications:

Preferred: Professional in Human Resources (PHR)
